I have 2 CPU: Intel Xeon E5-2630 v4 2.20 ghz.
I have 1024 RAM.

My server is running 64 tickrate 24 slots and with only 4 - 10 players var spikes.
I already tested without sourcemod and with server rates.

On my other VPS, with the same specifics I can run 2 servers with 64 slots and 20 people without problems.

The servers run in ubuntu ubuntu-14.04-x86.

This is probably overselling, some neighbor is stealing all his resources. Talk to your host and ask for a node change.

Yeh , we had the same problem on a vds with 26 cores and 32 gb of rams without the capability of running a single 128 tick server.
The problem was not even overselling, we searched around and tested many possibilities but no success until we compeketly moved our servers to the new hosting provider.
It something unknown (or at least we could not figure it out) with some vps hostings

damn that is frustrating.
I just sent an email asking for a node change.

Here is the answer from my host:
