I locally host a csgo server on my pc, the problem is whenever I open it, steam thinks its actually csgo running, I know I can just launch csgo before launching the server, but sometimes my csgo crashes and I end up having to restart the server in order to play again.

This "feature" have been since csgo released.
So, don't close game or get another computer.
