First of all custom texture + custom model is not forbidden.
But about blocking communications, if your server is connected yo steam then you will not be able to just block it, otherwise then your server will get insecure and your skins wont load.
There are 2 solutions for this
1- buying tokena from some sites or ppl (that is not a good solution that i do not revommand)
2- running your server with an 10.xx.xx.xx ip which is connectable without a GSLT so you can have everything but again its insecure server and your skins on your account will not load
