Could you make that if you try to join to CT when full it automatically turns you TT?

It would be better than blocking the jointeam, and you can also add a cvar in case if other people don't like...

Edit the command line: add

+mp_buytime 9999 +mp_startmoney 16000

at the end, and actually, if your method is not working is because you are replacing those cvars for other ones setted later.

It could be a fail in the connection to steam to check the steamids too, i've had this problem on some of my servers..
