You have to start custom maps from lobby. You cannot change TO them.
Unless you unpack the VPK into your game directory, then give all those files to all of your clients.

All servers should have a clientregistry.blob somewhere. Search for it, if not then maybe it isn't a necessary file. It definitely did work though. Mine didn't work for months then i deleted that...

I'm not sure, but i restarted the server quite a few times without HLSW, and the problem *seems* fixed. I will post back with more info if I have some.
