You will need to set mp_roundtime to a number. Try mp_roundtime 60

That will set it to start a new round every hour (60 minutes).

There really isn't an easy way to do this because team balance only happens on round starts. Therefore, you might want to look on here and the plugins to see if you can find a plugin...
