rtv = everything appears to happen correctly, counts down etc etc, then nothing...

If your not allowing players to use THEIR max rates, why ban them? They will default to the max rates you have set on your server? I dont understand what your trying to achieve here?

Change your rcon password.
Check your user.ini, and remove anyone bar yourself who has the amx_rcon flag.
That will at least make sure no one is changing mp_limitteams without your knowledge.

On a lan you should be getting latency of around 2-5 with correct personal settings.
You should have this is your config.cfg or autoexec.cfg, take your pick:

You may be confusing ticrate with fps. The servers ticrate equates to how many times per second the server updates the game world.

Then use the rates I posted.
If your server gets full and your server is struggling to meet the demand, then slowely reduce your sv_maxrate "60000" by 10000 and keep reducing it if necessary...

Most server owners configure their servers to optimise there available bandwidth. Most people with dedicated servers will be on at least 10 mb connections, most are 100 mb.

First thing I would do is comment out the amx.dll from your metamod plugins.cfg
Then see if the server is fine without amx. If it is then comment it back in, and comment out every single 3rd party...

I can never understand why some people want servers running at ridiculous FPS.
Firstly since the majority of players use 60 or 100/120hz lcd monitors these days the most they can render is 120 fps...

You can NOT use set master behind a router, as the router is your point of exit from your home network, NOT THE MACHINE THE SERVER IS RUNNING ON!
