why am i getting this error although core.cfg has
"FollowCSGOServerGuidelines" "yes"

Which exact version of Sourcemod are you using?
You can also try downloading a different version and copying the core.cfg and replacing it.

Please make sure that all Sourcemod-Files are at the same version (latest stable or dev). I would recommend a re-install of SourceMod for this issue. Please tell us, if it worked.

latest stable 1.7 5302
Replaced all files with same
