This is automatically determined by the most frequent map played by the server. This is pretty much client sided.

Looking at the icons. Someone made them in paint and in no longer then 50 seconds per icon.

That was my exact thought when i saw them.

And yeah they are set to permap basis, so MG servers will some times not have an icon for maps that do not start with mg_
