If you just want to use the hats with the game, then just use damizean's on the op, otherwise use the most recent one posted, as it will probably have the most hats.

Plugin creator pls add soldier medal to default config and include some custom hats too.

Not sure. When I first used it, some of the textures were broken for me as well but it seemed to fix itself the next time I hosted

What do you mean by the next time you hosted?

More specifically, could you tell me the names of the directories that you have related to this (the one in the materials and models folders) as perhaps its looking for a different directory.

I shut the server down and started it up again, and the textures worked.

I don't see why the directories should be any different, the model for the necromobile are at tf/models/rss-custom/hats/necromobile/ and the materials are at tf/materials/models/rss-custom/hats/necromobile/

Are you sure it's not whitelist related, i got the issue where every custom hats were in wireframed. Since the first map after a fresh restart doesn't use the white list, every test (if you are on sv_pure 1/2) should be done after a map change.
