I prefer to use Ham_TakeDamage instead of set_user_health.
'inflictor' is not the index of the attacker, but the entity, which has done the damage. So just set it to 0.

AFAIK he can still put there the player index as the entity which does the damage, using 0 means worldspawn if I remember well.

So then that 'damage' is an integer and not a float. Otherwise it's okay.
