Have u ever seen the !ll plugin?
In Cs:s its really easy to get but I need to find it for cs GO
how can I do that?

If you could, even if it somehow doesn't work on CS:GO, it could likely be made to work on CS:GO easily.

Also, "Neon Writing(?)" sounds suspiciously similar to this...

I think that is the plugin he is talking about (which i believe needs a few changes to make it more user/server friendly)
The only thing it would need is to change the sprite laser.

I've attached a simple version re-written in SM. You'll need to put letters.txt under ./addons/sourcemod/data/ for it to work.
