Well, i don't know other countries, but here i can create one if i am 16. And as long i don't have a credit card i can use it for paying services.
If you cannot, or will not, get an account ask your parents, they can reduce your pocket money for the ammount needed, for example.

Just use PaySafeCard. There is no need of any bank account/credit card/debit card. Fast and easy. Almost any hosting provider accepts them now...

Never heard of it nor would I trust it. You can get yourself a bank account and hook a paypal account to it.

Dropbox works fine for me. I use multifastdll.amxx, find on forum. You will know how to install.
I use two host for webhost000 and one from drop box and never i get a warning. I dont upload to much files, maybe is that reason.

Try from your own VPS server. it might be somwhere in var/www/"your Fast DL files" Thats what i use and it works as premium (because i have premium VPS)
I mean you cant have a free server which stays 24/7 online.
If you have paid a CS server hosting thy should give FastDL to you.
If you have paid a VPS server try what i said.
