Sounds like the scoreboard can't show more than 12 players per team, which has nothing to do with this plugin or sourcemod.

I'm thoroughly confused about what you're asking. Do you mean a 5v5 pub server or an actual match one? In either case, it doesn't make sense to use Elo whatsoever.
