How to edit .sp files?

Hi guys
editing .sp files is a fix of a problem
but editing it is problem

He means that he can put steam ids to the overrides but how to make it in themselves only?
He dont need plugins to set sm_gravity

I installed pinion ads on my server but I want to add some steam ids to not make them see ads,
as I want block ads from donators
