are u using dial up connection? 0.48mbps? this is to low to create own server. upgrade ur internet :)

0.48 mbps =maxplayer 8

sv_minrate 50000 <<< this should be set to 0 ( for the dial up user...

pls admin ur self 1st then follow the instructions in the 1st page. it is important the ur vip name in the "User.ini" in the config folder of amxmod.
