Honestly I see it as too much of a hassle to grief using this.
Only thing I could think of is teaming up with a pyro on the other team and having him ignite you so you can touch other players. However that doesn't sound too effective anyway.

Truth is that I don't see this as having any major game altering effect.
Rarely do people on fire actually go touch another player. Usually they are too busy finding a medkit

EDIT:

Does the Ignitee get score for Ignite deaths? If so you should maybe change your function to have the original Pyro as Ignition cause
