I have an idea ... when there are only 7 players alive on the server all the players who are dead will be respawned ... but 1/3 zombies and 2/3 humans

This was the first possibility ... now the second

When the first zombie dies it shows a message on chat or HUD with this message : "Reinfocements in 60 seconds!" when that 60 seconds are gone .. all the players are respawned but 1/3 zombies and 2/3 humans
