any text editor of your choice but you must edit the .sp and not the .smx file

Yup. Right click the .sp file, Open With > Notepad.

Change what you want, save it, then use the online compiler to turn it into a .smx file for a valid plugin.

It is included with SourceMod package, look into the scripting folder ($basedir/addons/sourcemod/scripting/compile.exe)

Sorry, i mean Pawnstudio, not Sourcepawn
Pawnstudio has a syntax highlighting for Sourcepawn and include a Compiler.
This Tool makes it easier to edit .sp files!!
