Nope, once you give rcon access you give them access to anything rcon-related. If you want to restrict usage you should make individual commands for each piece of functionality.

What sort of commands did you want to whitelist?

I was hoping to whitelist 'addtime' and 'togglephase', both which are commands for sourceforts.
