I have tried everything for my superhero server listed at :
Allied mod help http://forums.alliedmods.net/showthread.php?t=41434&page=2
When i put sh_saveby or anything it comes unknown command.
I tried putting in my server.cfg file "sh_numlevels 40" but the server still shows only 10 lvls

ok you dont ever put superhero commands in a server.cfg >.<

/cstrike/addons/amxmodx/configs/shero/shconfig.cfg
Find this line with
ctrl + f
//Max number of powers players can pick from, this is also limited by the number of levels you have.
sh_maxpowers 40

I don't support module version of sh, good luck with that.
