so i have regular cs server and i want to add some kind of plugin, that it would help to get ppl to server. something that is rare or something like now i have a plugin where you write name and ppl can vote for it. so i want something original like that i don't need a mod, i want a plugin.

A mod and a plugin is the same thing by definition in this context. Unless if by mod, you mean a Half-Life mod such as Sven Coop.

plugin = something simple that does only a few task or commands, sometimes a lot. mod = change of game play, soccerjam, csdm, stuff like that

at least thats my opinion.
