when i go to User CP there is some green and some red reputation points. but then this comes up:
what does that mean?

I got the same thing here. Then some days later i got another green karma point and its now +2 karma

It's called "reputation_balance.gif" . I think it's just there if you get alot of + or - karma, so it balances the karma a bit. I think it's unnecessary though.

The grey icon means that someone tried to affect your karma but wasn't a high-enough level for it to have any effect. IIRC, you can only affect someone's karma after you post x times. Don't remember what x is.

It'll remain there as long as all other icons remain there. Which is to say, it won't stay.

Well, I got one there, and I've never seen the karma balancers dissapear, so yeah, I guess it's gonna be there all the time.

And on this board you usually get - karma from asking stupid questions, or those that are already asked and searchable (I believe this has been asked). Also complaining about - karma usually gives you more - karma. Atleast I've got my minus karma from those.
