I have tried that people without the flag M, are able to use Rcon if they have the password.

Is there anyway to allow only people in the whitelist are allow to use Rcon even if they have the Rcon password?

If someone has access to RCON password, then he can access the RCON no matter what is their flag.

Why do you even want to giveaway RCON password to everyone, especially people who you don't trust enough to give even admin flag?

I didn't give off Rcon password to anyone. I was using a side Account to play with admin flag as i was new to this. Then i remove the flag and try to log into Rcon and didn't expect it to work as i thought only people with M & password then can use Rcon.

So in simple, there is no way to prevent this?
What is the use of M flag then?

The flag controls access to sm_rcon, an in-game command with the ability to execute any command on the server, SRCDS' rcon (via an external program or the rcon command on the client) isn't a feature of SM and thus isn't controlled by SM's admin system.
