Yes.
I didn't clear sound.cache after each attempt, though.

But according to NMRiH's game_sounds_music.txt, placing it in the music folder is not a requirement:
Code:
"NMRiH_Music.Tension_1"
{
	"channel"	"CHAN_AUTO"
	"volume"	"0.8"
	"soundlevel"	"SNDLVL_75dB"
	"pitch"		"PITCH_NORM"
	"rndwave"
	{
		"wave"		"#*dms/tension1/crashed_tension.ogg"
		"wave"		"#*dms/tension1/pressure.ogg"
		"wave"		"#*dms/tension1/quick_uneasy.ogg"
		"wave"		"#*dms/tension1/street_tension_2.ogg"
		"wave"		"#*dms/tension1/streets_01v2.ogg"
		"wave"		"#*dms/tension1/streets_01.ogg"
		"wave"		"#*dms/tension1/streets_02_builtup.ogg"
		"wave"		"#*dms/tension1/tension2.ogg"
		"wave"		"#*dms/tension1/Farewell-Short.ogg"
		"wave"		"#*dms/tension1/Journey_tension.ogg"
		"wave"		"#*dms/tension1/deeper.ogg"
		"wave"		"#*dms/tension1/Gloom.ogg"
		"wave"		"#*dms/tension1/caustic_reverie_12302.ogg"
		"wave"		"#*dms/tension1/caustic_reverie_21501.ogg"
		"wave"		"#*dms/tension1/caustic_reverie_21601.ogg"
		"wave"		"#*dms/tension1/caustic_reverie_20501.ogg"
		"wave"		"#*dms/tension1/caustic_reverie_13001.ogg"
	}
}

Indeed you can, if you are using sounds manifest.
I believe the tf2 megaman maps implement their music as in game controllable music rather than with ambient generics. Look to that for examples.

http://files.xpenia.org/temp/pic088.png Nope. No manifests. (Pretty sure that /maps/*_level_sounds.txt is autogenerated.)

Could sound generated by EmitAmbientSound be stopped?
If not, well, guess ambient_generic is the last option.
