too much data are sent/received into the server, maybe a bad coded plugin is doing it.. check your installed ones.

He is giving you a list of commands that you need to put in your console (if you have access to the server's console, omit the "rcon" part). Do each one individually and post the output of all of the commands.

Type this in SERVER console (HLSW without 'rcon' for example or in your game console with 'rcon') and past here commands outputs.
