No way. The different of that will be so small that human cant feel it.
If the server will write a file what is 90-150kb long then mayby it will take 0.05 sec longer.

What are you talking about?

Of course it depends on the amount of functions/tasks done during the map change. For example, using a few non-threaded queries on a mapchange will result in the map looking like it loads slower (it loads the same but clients won't be able to connect for a few more seconds).
