So I'm guessing you have to download the game to have the icon in the folder.

Er. Notice how his signature links to his steam account. Secondly, he's asking for the icon most likely because he wants to use it for some graphics editing or for a folder because maybe he likes it better than the 1.6 icon or something. Owning a game and having a steam account are different things. Asking for an image doesn't automatically mean one uses non-steam. It just simply means they don't know where to get it from. In this case he just doesn't own the game and can't extract the .ico.
