Stopped plugins wont turn back on

I turned off 2 plugins lastnight and when i went to turn them back on they stay at stopped and wont turn back on. I removed the 2 plugins and edited them out of my plugins.ini file restarted the server and reinstalled them. They still show up as stopped. I am running amxmodx 1.76b with metamod 1.19, I never had trouble with this with 1.75. Is there a step i missed?

the 2 plugins i turned off were csnadesdrop and ptb, in case that helps.

Firstly, how did you restart your server, with which command?

You are loading two amxmodx modules with metamod, the normal one and the binary logging version.
Just comment the binary logging version line in your addons/metamod/plugins.ini file.

If you don't know which line to remove, post your addons/metamod/plugins.ini.

Stopped plugins cannot be unstopped. This was a bug-fix in AMX Mod X 1.76b.

How long are they stopped for? In other words, what event would get them started again? OP claims he restarted his server to no avail.
