wont spawn

I have a 24/7 mario_air server, when every1 goes on, no1 spawns....no1 can play, nothing happens......we can go on a team but we cant play

how can i fix this?

(srry if this goes in not related if the problem is the map)

No set spawnpoints. got the map so i can decompile it and add some ?

it says .bsp files not allowd....so its called mario_air for DoD, MAKE SURE IT IS FOR DoD only...
