This is an admins messagemode menu with the 6 "say" options - amx_chat, amx_say, PSAY, CSAY, TSAY and Scroll say. When any one of these is selected in the menu the corresponding messagemode appears for that kind of message to be written.
N.B. it requires - mckenzies admin_messagemode plugin which can be found at

just use the command "amx_msgmodemenu" to bring up the menu.
