Is there any way of making a server in ASP? or anything like that.. (then i mean the files, The whole server..) so it can run on a webhost? that host ONLY asp and MySQL or XML

You probably are mixing up two entire different things.
Gamehosts and webhosts. Pretty much undesirable and mostly impossible.

Before i got my CS i was making OT servers (Open-Tibia) and i made it XML and MySQL and hosted it on a webhost then used the ip to get other users to connect.....

You mean having control using .asp and .xml?

You can try sshing to your host if ssh is enabled on the host.

I think that is impossible, though

Its possible. You can use ssh if you have access or cronjob.
But I don't think its allowed? And the port prolly is disabled.
