999 means that the limit will be disabled now, if you set to this value. (maybe using -1 would be better)

"-1" cost +1 if operator so 999 better here.

for some reason the plugin does not allow other plugins to read information from cfg/sourcemod
my cvars are reset to standard
and if I write them in server.cfg, then they work only on the first map, and then they are reset again
disabling this plugin solved the problem

Because Cvar overflow happens to you. This can be caused by any plugin, not only this one. It's well-known Valve issue.
For walkaround, install one of these plugins:
1) [ANY] ConVars Anomaly Fixer
2) [ANY] Command and ConVar - Buffer Overflow Fixer
