For first, I haven't coded for SourceMod except for little modifyings. For second, SourcePawn is a language on top of C++ that was modified a little, so whether it's SourcePawn or C++ is about same thing.

SourcePawn is actually based on Pawn/Small, not C++

If we assume SP is more C++ than C, I think that choice was made cuz C++ has more stuff built in and somewhat easier, although C is faster. Which surprises me SP was actually managed to make so fast; everytime I see C++ there's always 1 thing: slowness seeable by plain eye.
