I'm not sure what you're suggesting, but I've seen a boss mod in Garry's Mod where there's one boss and everyone else fights the boss. There's many boss variations and a random one is picked to be a random player every round.
Players can upgrade their skills by gaining points in defeating bosses. Bosses have special attacks with a cooldown.

Is this what you're looking for? If so I don't think it exists. I'd love to work on something like this but it'd take time.

If you're looking for a smaller version where there's only one kind of boss and every round a random player chosen to be boss then it's a little bit easier. I hope someone else helps you.

Type in your keyword: boss. If that does not yield results; try another word. You might have to mix and match a combination of plugins to get what you wanted.

Warcraft mod has levels, unique special weapon powers per race / player type selected.

I have that guy appear in DeathMatches from time to time to spook campers instead of simply kick.
