This plugin will allow players to toggle the conc grenade dizzy effect on and off, depending on what they want.

I know there is already a similar plugin to this one (found here). The problem with that plugin is the players can't toggle the dizzy effect. Also, this plugin uses the hamsandwich module which completely removes the 'Concuss' message from ever occurring. The old plugin would still be running the message over and over again until the conc effect was gone.

It's already added in amxx 1.8 beta.

If more people could take advantage of hamsandwich then there would be better quality plugins, and none of these:

I approved your other one, but I think stretching this out to 2 plugins is kinda pointless. It'd be much better if you merged them together. If you really don't want to do this, I'll concede, but you stand a better chance otherwise.
