A cvar isn't used for the message itself. The messages go into sourcemod/translations/simplewelcomemsg.phrases.txt. Please see the respective file found in the first post as an example of how you should structure your own messages.

You need to compile it locally because of some includes.

The Panel display for CSGO is a bit hard to close. Sometimes it does not seam to react to pressing "0" (close) and sometimes it takes about a minute for the panel output to close.

Replace:
DrawPanelText(WelcomePanel, closepanel);
with:
DrawPanelItem(WelcomePanel, closepanel);

To make the close function work in CSGO (will highlight the close function and use "1" instead of "0" for closing)
