It would be nice if this could be done. I'm assuming it can't simply because myself and others have requested such functionality from other plugins here that replace sounds and we get no response.

The client plays that sound, not the server. I believe it lowers the volume on all sounds from the server during the freezecam, too.

Ah that figures :/ Remember when you used to be able to make decent and enjoyable mods for TF2? Those were the days.

You could just upload the custom freezecam sound to your tf/sound/misc/ directory on your FastDL server;
clients will download them when connected to your server and hear it when they die.
But i think not everyone wants custom freezecam sounds.

This. If a server were to change mine, I wouldn't be too happy about it. That said, it's entirely possible to use AddNormalSoundHook to hook the sound and change it.

You can.
Every client will download custom files from a server directory (except a client disallows custom downloads).
So, the original file will be overwritten as long as a custom file is present with the same name.
But i think you can't change an already existing soundmod with a new one, but i don't know.

Trust me when I say if you start replacing sounds on me, and it applies to all servers rather than just yours, I will blacklist your server after using F7 to report it to Valve.

Again, I don't know if you don't know the fundamentals between custom downloads, servers wont overwrite client's game files. Can't and wont. Players can however do it themselves.

The problem is that clients don't have all their files in the game's directories. Most of them are inside GCF files instead. Therefore, the sound file isn't actually on the filesystem, and thus the client's "my file doesn't match the server's file so I'll error out" may not apply.

It always applies to maps, but maps are a special case.
