Set it up exactly the same as hlds(Same with fastdl) . I have it running on my servers

Set up the SteamPipe TF2 server today and the only thing you should be aware of is that pure_server_whitelist.txt has to be in the cfg folder now.
So if you still see the File is missing from disk/repository. console message make sure you've set up the pure_server_whitelist in the cfg folder on a pure server.

Before, my sounds were in the following location: tf/sound/critfest/admin/

Now I am supposed to put these sounds in custom right? Should it now be tf/custom/sound/critfest/admin ?

If so, it's currently not working (no error log, no sounds play, etc.) although it shows as loaded when I do "sm plugins list"

Thoughts? Help? Thank you in advance.

Your sounds go in the same location as before the Steampipe update.
So in your case the correct location on your server is tf/sound/critfest/admin/
The Steampipe coversion process of your client will put the sounds in the same location (tf/sound/critfest/admin/) and it will work but you can also delete them.
The next time you connect to your server you will download the sound files and they will be put in download/sound/critfest/admin/ which will also work.

same here on Linux CS:S

Files get downloaded to client. Client can trigger. But some sounds are not played and bring into console File is missing from disk/repository. After restarting CS:S some work then, some others not. Strange.

To everyone seeing the File is missing from disk/repository error, if this is on sv_pure 1, you did remember to move your old server's pure_server_whitelist.txt to cfg/pure_server_whitelist.txt ?
