I believe that is a sourcemod issue. I set the score with the two commands and it only updates the scoreboard. Unless someone has a way to set the score via the half part of the scoreboard then this isn't going to be fixed.

I'm going to be looking into the backup restore option that will make this work better.

what happens with it? Is there any errors in the error log?

It just go into veto when i type !vetobo3 if i type !vetoBo3 it does nothing.
