Apparently they don't dislike it enough to actually do something about the fact that these plugins are still in rampant use...

Why would they? Valve would lose money if they did that.
There are still exploits to crash community servers that don't work on Valve servers, but that hasn't been fixed for... 3 years now.

It will neither be sold or released, a lot of work has gone into it, I can say that me and a friend started writing this plugin before the topic was even made, it's requires a lot of trickery to get it working so releasing / selling would be too risky.

Did you need an extension to get it working? Or purely in SM?

Advertising our own servers to fellow server operators doesn't exactly do much, but many, many people have gametracker links/links to their communities in their signature. Isn't that advertisement also?
