Is this still working on your servers? It worked fine yesterday for me, but no longer working.
If so, can you please re-upload and give some information about your server? (Sourcemod and Metamod version)

It stopped working today for me too, sourcemod snapshots didn't help it.

Here you have a fixxed sendproxy.ext for Css(Linux):
tested with:

Sourcemod: 1.6.0-hg 3925
Metamod: 1.1.0-hg 844
