Hi,
I've noticed that setting velocity[2] Z vector under 300.0 won't trace velocity at all. Tested. Am I right? Should I use other function?

You need to set the groundent netprop to -1 right before you teleport z, else the anti friction coding kicks in to pin them to the ground.

Well, it makes sense that there is code in place for static friction. As long as there is not a ground entity, there is no reason to apply static friction to the equation.
