Can you change the slots in TF2_ItemList.cfg to match what is says on the server? I mean like slot 0, change that to slot 1.

Yeah, I remembered the lack of consistency that would generate that after I posted the plugin yesterday. I'll upload a small fix with team restriction and that.

tf_equipment_permoff "player"

so every time if player join he have the hat

Trust me, I'm working on it, but I am having my modeler do it since I have not been able to completely wrap my head around it yet. At some point in the future i will have a full tutorial out, I guarantee that.
