Soooo... what does this do?

1. If player write in chat: "rage quit" or "ragequit" / or write in console rage. He will be banned for eg. 5min (Cvar) with reason "RAGE QUIT" and everyone on server will hear "RageQuitter Sound" from UT.

2. If ROOT ADMIN write in chat: "rage quit" or "ragequit" / or write in console rage. He will be banned for eg. 5min (Cvar) with reason "RAGE QUIT", everyone on server will hear "RageQuitter Sound" from UT, and all other players will be punish (slayed)

Oh.. I have never seen anyone type that in chat. What's the purpose of killing off the other players if an admin types that? Guess I just don't see the usefulness of this plugin.
