if you want to incorporate into admin menu on your addons/sourcemod/configs/ folder cant remember the file name something like adminmenu.cfg and find sm_slay and replace with sm_thunder

You don't need to replace the slay command. Just follow the instructions on page 2.

I used thunder2.wav from sounds/ambient for TF2 And I corrected the misspelling

What damage you need if you kill the player? or you want slap instead of slay but keep the curent effects?
