Yes, since for new users downloading the modification it states in the installation instructions

"Install VSH_1.38.zip. You will only need the materials, models, and sounds (and bz2 if you've got a fastdownload server), but you better grab everything just in case."

Oh, if that's all you need, my Freak Fortress 2 code repo has all of them in it in the resources directory. including those for the Easter Boss. You can download a zip of it and just delete everything except resources.

Although you might want to also delete resources/materials/freak_fortress_2/, resources/models/freak_fortress_2/, and resources/sound/freak_fortress_2/ as VSH doesn't use those.

Maybe it just wasn't changed to 1.42?

Well, no, the problem is that that the 1.42 download doesn't include all the models, materials, and sounds for the bosses.

Anyway, for the VSH models, materials, and sounds:
VSH Resources or VSH VPK
VSH FastDL

(I would have put these on my GitHub, but GitHub doesn't allow you to include downloads any more)

To use the VPK, place it in the server's custom/ directory.

Note: I haven't tested running using a VPK, but in theory it should work identically to having the files loose on disk. The FastDL files are the same regardless of which one you use.

Edited the link in the main post.

TF2Items' latest snapshot fixes the issue with attributes on the custom weapons. I think.

This may be a bit of a stupid question, but why is nobody on my server spawning as Saxton Hale?
I saw something in the original post about it not working if "ClientPref" Is not wnabled, but I can't
seem to figure out how to enable it. Could anyone please lend me a hand?

Uhm.. ClientPref is a plugin, which should be enabled and in the plugins file by default.

Oh Ok. Sorry, I'm Quite New To This. So Do You have Any Idea Why Nobody is Spawning As Saxton hale? And Also is There A Specific Number Of players Needed For Hale To Spawn?

If there is 2 people, it should automatically start. Do me a favor and type "hale_enabled" in the console. Does it say 1? Also sometimes Hale isn't enabled on some maps, for example on cp maps it's not auto enabled, but on arena maps they are. Hope this helped.

I should note that all the compressed files I uploaded earlier include the Easter boss. I probably should have kept it out and put it in a separate VPK; there are already zips for the standard and bz2 files for it.

I'll probably create new zips and VPKs when I get home. I may also make SteamPipe compatible VPKs... the ones that have _dir files and _001, _002, etc... This system allows you to add files to a VPK, which in reality just updates the _dir and adds another VPK file (i.e. like _003). This would provide a way to easily add things to the base VPK at a later date.
