Fixed: When walking on an edge only default texture sound could be played.

I hope on fix...
But your SV_StartSound problem is cause you use too meny plugins what download stuff on the client, or those files are missing from the server - try to update hlds. If wont work, extract copy "valve/sound" and "cstrike/sound" folder from "half-life.gcf" and "counter-strike.gcf" (in "Steam/steamapps" to location of your hlds.
