One problem lies in the fact that the speed cap isn't very high. I forget what that value is right now.

(Edit: Apparently the cap is 520. For reference a scout has a speed of 400. This means a cap at any higher than 130%.)

In my TF2 server, when players shrink themselves, their voices do not changed, even with sm_resize_voices set to 1.

I think that is meant to be for radio commands..

would it possible to make the engineer's buildings smaller or larger? like if i have a donator shrink themselves as engineer and they build a sentry, can the sentry be the same respective size as the player?

Not possible. It's not even built into the game... yet. Unless Master releases his item resizing plugin.

I think that is incorrect. 'm_flModelScale' that was used to resize player's can be found inside dispenser, sentry and probatly other buildings data.

It's completely possible. During the beta of this plugin it did resize buildings according to a players scale. It was removed due to a bug with the dispenser.

This seems self-contradictory. If Master can write an item resizing plugin, it is possible.

I edited this plugin over half a year ago to include being able to resize buildings. It worked well enough for sentries (a screenie of mine), and (just about) teleporters, but dispensers looked extremely odd. Their digital screens did not scale down appropriately along with the machine itself. I made a thread regarding the issue a long time ago, but no one was able to answer it. I will however test the code again shortly, to check if Valve haven't changed something now.
