When functions are called frequently, they should be optimized to take as little time as possible. Creating variables using new variableName takes time. Moving them outside of the function as global variables or leaving them in but making them static would cut down on the time it takes to run.

It doesn't really matter so much in this particular case. That's why I suggested you consider doing it.
